Will I get into the college of my choice ?

I am a senior in high school with a gpa of 2.9. I have been working extremely hard this year to get that up and have been doing very well so far. My SAT scores will be coming in this week so i still do not know how i did. I am hoping to attend West Chester University next fall or IUP , will i have a chance ?
