That's when students are too lazy to open up a text-book or dictionary, or use Google to answer a school-work question, but instead cheat by asking (i.e. delegating) strangers on the Internet to do the work for them. They then claim the work as their own when they turn it in at school. Internet research is a valid educational tool ... Internet cheating is not. .
